5 Best Small-Cap Quantum Computing Stocks — November 2026

The same five small-cap quantum names as October, scores unchanged, plus a four-week scorecard: who turned post-quantum mandates into revenue as IonQ's $2.0 billion raise repriced the sector.

Four weeks after our October list of small-cap quantum computing stocks, the post-quantum calendar now has a hard date and quantum capital markets have switched from issuing to diluting. The PQC migration plans that OMB memorandum M-26-15 (June 24, 2026) requires from covered federal civilian agencies fall due about October 22, 2026 — 120 days after the memo. IonQ agreed on October 12, 2026 to buy Elisity in an all-stock deal worth up to $1.3 billion and two days later priced a $2.0 billion equity offering. Quantum stocks sold off on the dilution, and the five small caps below lost between 13% and 32% of market value between our October 4 snapshot and October 15, 2026.

Up front: the list has not changed. These are the same five names as our October 2026 list, ranked by our October 4, 2026 score snapshot (company data runs to October 15), with identical scores. Our October 15 check of the 2,254-row stock table found no new quantum listing below the $2 billion ceiling, and the fundamental inputs still come from FY2025 annual statements, which a new annual filing has yet to replace. Arqit's fiscal year ended September 30, 2026; its December audited results are the earliest filing that can move a score here (earliest effect: the January 2027 refresh, if the data feed has ingested it by then). Quantum Computing Inc., SEALSQ, BTQ and Quantum eMotion close their books on December 31 and file in roughly March-April 2027. What has changed is the evidence: October named a catalyst per company; this article scores what those catalysts delivered.

Small-Cap Quantum Computing, Four Weeks On: From Mandate to Money

1. The agency deadline falls due in late October, and the procurement gates behind it are dated. Executive Order 14412 obliges the FAR Council to propose, by about December 19, 2026, a rule requiring covered federal contractors to meet NIST FIPS PQC standards by December 31, 2030. From January 1, 2027, new National Security System acquisitions must support CNSA 2.0 algorithms unless an exception is documented. On this list, Arqit's Encryption Intelligence inventories an organisation's cryptographic exposure — the discovery step M-26-15 requires.

2. The large caps are issuing, and the sell-off reached the small caps. IonQ's October 14 offering: 20,500,000 shares plus pre-funded warrants for 29,500,000 at $40.00, with seven-year warrants over 100,000,000 further shares at $69.46 — a 100% premium to the October 13 close. It followed Quantinuum's $1.68 billion IPO, closed June 5, 2026 (Nasdaq: QNT). Google's October 15 Willow result (99.99% logical fidelity) and IBM's November 11-13 Quantum Developer Conference are sentiment events; the uniform drift across the five coincides with the October 12-14 sell-off on the dilution.

3. The four-week scorecard: revenue arrived in places; SEALSQ's certification calendar did not hold. SEALSQ reported higher nine-month revenue on October 15 but, in a September 25 6-K, moved its QS7001 V1 Common Criteria report from September to October 2026 and the V2 post-quantum report from December 2026 to January 2027. Arqit closed its fiscal year with revenue up and, days after year-end, a NATO consortium contract signed October 6, but a second half smaller than the prior year's. BTQ signed what it calls QSSN's first recurring commercial deployment with the Kaia DLT Foundation on September 29, then a MoonPay Korea won-stablecoin security role on October 9. Quantum eMotion chose to buy a revenue base rather than wait for a QRNG design win, agreeing on September 28 to acquire Plurilock Security. Quantum Computing Inc. launched Dirac-3S on October 1 and on October 14 signed INmune Bio as what it describes as its first commercial customer in pharmaceuticals and biotechnology.

The bear case is the funding window, not the physics. The October sell-off showed how fast a large-cap peer's raise reprices the whole group. Arqit and BTQ run at-the-market programmes (arithmetic below); SEALSQ and Quantum Computing Inc. bought their cash with +119.4% and +43.3% trailing dilution. In our reading, the terms IonQ accepted set the tone for the next small-cap quantum raise.

The Names

LAES — SEALSQ Corp

Score: 59.3 (SPECULATIVE) | Market cap: $0.53B | Revenue YoY: +66.2% | Rule of 40: -151.9 | Cash runway: 160 months

SEALSQ (Geneva) sells secure elements for IoT, automotive and identity uses and is re-basing them on post-quantum cryptography (QS7001). Preliminary nine-month 2026 revenue was $16.3 million, up from $9.9 million; guidance of $27-36 million was reaffirmed; cash was about $463.0 million at September 30. The third quarter alone was about $5.1 million, roughly level with a year earlier, so the low end of guidance needs a fourth quarter of about $10.7 million (analyst arithmetic).

The 59.3 score reads FY2025 inputs and the 160-month runway label is directionally right on that cash. Live cap by October 15: about $0.43 billion, down 17.4%.

The thesis-breaker is another slip: the calendar moved for the second time on September 25, and the October 15 release puts the post-quantum contribution 'in 2027 and beyond'. If the October V1 or January 2027 V2 report misses, the post-quantum pipeline (more than $100 million through 2029) shifts right.

QUBT — Quantum Computing Inc.

Score: 57.5 (SPECULATIVE) | Market cap: $1.78B | Revenue YoY: +82.8% | Rule of 40: -7406.5 | Cash runway: 292 months

Quantum Computing Inc. is a photonics manufacturer building toward quantum: Fab 1 makes thin-film lithium niobate chips, the Dirac-3 ships to paying customers, and 2026 acquisitions added Fab 2. Dirac-3S solved synthetic optimization problems of up to 9,980 variables, tenfold the Dirac-3's 1,000, with first customer shipment expected in November 2026. The INmune Bio engagement applies it to the Alzheimer's candidate XPro; no contract value was disclosed.

The 57.5 score is carried by about $1.3 billion of liquid assets at June 30, 2026 (hence the 292-month label); the Rule of 40, a 9.8% gross margin and a P/S around 182x score near zero. Live cap by October 15: about $1.55 billion, down 13.3% — roughly $0.25 billion above those liquid assets (analyst arithmetic).

The thesis breaks if photonics revenue does not compound from Q2's $5.6 million: a flat or lower Q3 leaves the liquid assets as the valuation floor.

ARQQ — Arqit Quantum Inc.

Score: 46.5 (SPECULATIVE) | Market cap: $0.33B | Revenue YoY: +80.9% | Rule of 40: -6555.2 | Cash runway: 15 months

Arqit Quantum (London) sells symmetric-key quantum-safe encryption. October 8 prelims reported fiscal 2026 revenue of $975,000-$1,000,000, from $530,000 in fiscal 2025, and the NATO consortium contract. But second-half revenue of $355,000-$380,000 was below H1's $623,000 and 18-23% below the prior-year second half's $463,000 (analyst arithmetic).

Cash rose to about $51 million at September 30 from $35.9 million in May, with no share count given (at-the-market issuance: analyst inference). Score versus filing: the 15-month runway label reads the FY2025 balance sheet; against about $2.6 million of monthly operating cost, that cash covers roughly 19-20 months before revenue (analyst arithmetic) — a raise-before-mid-2027 profile. Live cap by October 15: about $0.28 billion, down 17.2%.

The risk is the shrinking second half: the growth the score has yet to ingest came from H1, and a company spending that much monthly on under $1 million of annual revenue funds itself through its ATM.

BTQ — BTQ Technologies Corp.

Score: 45.5 (SPECULATIVE) | Market cap: $0.44B | Revenue YoY: -52.7% | Rule of 40: -7991.6 | Cash runway: 17 months

BTQ Technologies (Vancouver) builds post-quantum security for financial rails: QSSN, a settlement network, and Bitcoin Quantum, a Bitcoin fork targeted for late 2026. The three-year Kaia agreement expects year-one revenue 'in the six figures'.

The interim filing shows nil H1 2026 revenue, C$9.7 million of cash at June 30 plus C$12.6 million raised after quarter-end, and a going-concern 'material uncertainty'; behind it, a C$150 million at-the-market programme. Score versus filing: the 45.5 rests on zero debt and 35.1% insider ownership. The 17-month runway label reads the FY2025 balance sheet; on about C$22.3 million of liquidity and about C$2.3 million of monthly burn, cover is closer to 10 months (analyst arithmetic). Live cap by October 15: about $0.34 billion, down 22.6%.

Six-figure year-one fees are small against that burn; if Bitcoin Quantum slips past 2026 or the MoonPay Korea pilot ends without a production contract, funding runs through the ATM.

QNC — Quantum eMotion Corp.

Score: 14.9 (CRITICAL) | Market cap: $0.42B | Revenue YoY: n/a (pre-revenue) | Rule of 40: n/a | Cash runway: 1 months

Quantum eMotion (Montreal) makes hardware quantum random-number generators (QRNG2). Plurilock Security, which it is buying, had FY2025 revenue of C$61.0 million and an EBITDA loss of C$5.5 million. The price is about C$33.8 million, roughly 30% cash and 70% shares; the outside date is January 29, 2027.

Score versus filing: our runway input divides the December 31, 2025 cash line (C$246,653) by one-twelfth of the 2025 operating cash burn (C$4,072,332), reproducing the snapshot's 0.73 months — the '1 months' label — exactly. The same balance sheet held C$36.9 million of current investments; included, the formula gives about 110 months (analyst arithmetic). Live cap by October 15: about $0.29 billion, down 31.9%.

The thesis now breaks on integration rather than physics: the deal needs shareholder, court and CFIUS clearance by the outside date. Its cash leg (about C$10 million, analyst arithmetic) draws on the investments that are the real runway.

How to Think About Position Sizing

Funded platforms (LAES, QUBT) — heaviest tier. Years of cash on the snapshot; the test is whether SEALSQ's fourth quarter and Quantum Computing Inc.'s third quarter show a step-up.

The dated converter (ARQQ) — middle tier. December's audited results put a share count and a burn figure next to the NATO win; size for that print.

The option (BTQ) — light tier. A paid QSSN deployment against an ATM-funded path; treat it as an option on Bitcoin Quantum and the Korean pilot.

The deal-dependent name (QNC) — lightest tier. The grade is an input artefact; the case now rests on the Plurilock closing.

What the tiers do not diversify is the November calendar. SEALSQ shows two quantum-resistant chips at electronica in Munich on November 10-13. Quantum Computing Inc.'s and BTQ's 2025 third-quarter reports were dated November 14 and Quantum eMotion's November 26, with the 2026 dates unconfirmed, and the Plurilock shareholder meeting is due by November 27.
