5 Best Small-Cap Quantum Computing Stocks — October 2026
Five small-cap quantum stocks under $2B — post-quantum cryptography chips and software, quantum random-number hardware and a photonics fab — ranked on our September 13 score snapshot. Successor to our May 2026 list.
Quantum's demand driver changed character in 2026: for the security layer, it is now regulatory rather than speculative. NIST finalized the ML-KEM, ML-DSA and SLH-DSA standards (FIPS 203, 204 and 205) in August 2024, and on June 22, 2026 Executive Order 14412 turned them into hard federal deadlines — post-quantum cryptography (PQC) key establishment on high-value and high-impact federal systems by December 31, 2030, PQC digital signatures by December 31, 2031, and a proposed FAR rule requiring covered federal contractors to meet NIST FIPS standards with PQC algorithms by December 31, 2030. OMB memorandum M-26-15 (June 24, 2026) then required covered federal civilian agencies to submit a PQC migration plan within 120 days — by late October 2026 — on a five-phase schedule that runs to 2035. Capital followed, mostly into compute: McKinsey's Quantum Technology Monitor 2026 counts $12.6 billion of quantum-technology start-up investment in 2025, 6.3 times the 2024 level, with 90% going to quantum computing and 3% coming from governments, and projects a $43–71 billion quantum-computing market by 2035.
The small-cap universe got thinner while that happened, not wider. IonQ, Rigetti and D-Wave trade at multi-billion-dollar valuations far above the $2 billion small-cap ceiling used here, and IonQ used that currency to buy SkyWater Technology — the US foundry that fabricates D-Wave's Advantage2 prototype processors — in a cash-and-stock deal reported at about $1.8 billion that closed on July 31, 2026, taking a small-cap quantum-fab enabler off the public market. What remains below $2 billion in market cap is mostly the security layer of quantum — PQC chips and software, quantum random-number generation — plus one vertically integrated photonics company. This list is the successor to our May 2026 quantum list, selected from our 2,200+ ticker universe and scored on the September 13 snapshot. Quantum Corporation (QMCO) and Quantum-Si (QSI) are dropped as name-only matches; Arqit returns, and SEALSQ, BTQ Technologies, Quantum Computing Inc. and Quantum eMotion join. Five names, from Quantum Computing Inc. at $1.78 billion down to Arqit at $0.33 billion, all inside the $2 billion ceiling. Quantum Computing Inc., SEALSQ, Arqit and BTQ carry SPECULATIVE grades; Quantum eMotion reads CRITICAL for a reason its section explains.
Why the Small-Cap Quantum Computing Setup Is Different This Cycle

The buyer is now a regulatory calendar, not a roadmap slide. Migration plans due by late October 2026 and hard deadlines in 2030 and 2031 turn a "someday" line item into dated requirements. How the names below connect to that calendar is specific, not general. Arqit's Encryption Intelligence inventories an organisation's cryptographic exposure — the discovery step that OMB M-26-15 now requires of covered US federal civilian agencies — though Arqit's own near-term catalyst is contract conversion around its September 30 fiscal year-end. SEALSQ's QS7001 secure element embeds the NIST-standardized PQC algorithms in hardware, but it sells into IoT, automotive and identity applications, and its gating item is a certification calendar rather than a federal procurement cycle. BTQ builds post-quantum security for financial rails, and Quantum eMotion supplies the hardware entropy that PQC key generation, hardware wallets and secure elements need — for those two and for SEALSQ, demand arrives through device customers, certifications and pilots. Quantum Computing Inc. is primarily a photonics-manufacturing story rather than a PQC one.

The universe consolidated into the security layer. With IonQ, Rigetti and D-Wave far above the ceiling and SkyWater absorbed by IonQ on July 31, what trades below $2 billion is mostly the security layer of quantum. The list below is SEALSQ (a PQC secure-element maker), Arqit (symmetric-key quantum-safe encryption software), BTQ Technologies (post-quantum security for financial rails — a settlement network and a Bitcoin fork), Quantum eMotion (hardware quantum random-number generators) and Quantum Computing Inc. (a vertically integrated photonics manufacturer whose Dirac-3 photonic optimization machine ships to paying customers). The bottleneck for these five is not demand but conversion: certification calendars (Common Criteria, FIPS 140-3), government procurement cycles and, for Arqit and BTQ, cash runways measured in months.

Compute milestones set sentiment; the revenue lines on this list come from photonics, secure elements, encryption contracts and entropy hardware. Quantinuum reported experimental validation of its Helix error-correction architecture on its 98-qubit Helios processor on September 8, 2026; IBM's roadmap carries a 120-qubit Nighthawk processor for its 2026 quantum-advantage push and a fault-tolerant Starling system with 200 logical qubits planned for 2029; DARPA's Quantum Benchmarking Initiative has evaluated 20 companies, advanced 11 into Stage B in November 2025 and has two at the Stage C system-verification level, with a 2033 goal for verifying whether any approach can reach utility scale. The connection between the names below and that race is specific rather than general: Quantum Computing Inc. makes thin-film lithium niobate photonic chips and ships the Dirac-3, and SEALSQ is funding a "SEALQUANTUM Sovereign Vertical Stack" program ($200 million allocated, including a lead-investor stake in Quobly's Series A). Arqit, BTQ and Quantum eMotion sell into the security layer, where a Quantinuum or IBM milestone can move the stock on the day without touching a revenue line. The National Quantum Initiative Reauthorization Act, which would extend the program to December 2034, cleared the Senate Commerce and House Science committees in April 2026; we found no record of final passage as of September 17, 2026.
The honest bear case: this is a pre-commercial group where balance sheet and dilution discipline matter more than revenue multiples, and the revenue lines are small — SEALSQ reported $11.2 million for H1 2026, Quantum Computing Inc. $5.6 million for Q2 2026, Arqit $623 thousand for its half-year to March 31, BTQ nil for the six months to June 30, Quantum eMotion C$12,061. How that gets funded differs by name. Quantum Computing Inc. and SEALSQ hold $1.3 billion and $486.1 million that the 2025 equity raises built, and the +43.3% and +119.4% trailing 12-month dilution figures are how that cash was paid for. Arqit (+29.1% dilution, 15-month runway) makes another equity raise before mid-2027 more likely than not; BTQ (11% dilution, 17-month runway) pairs a going-concern uncertainty in its own interim filing with a C$150 million at-the-market programme, so its funding path is dilution. Quantum eMotion went through the first half of 2026 without an equity financing and shows 9.5% dilution; its problem is a $0.42 billion valuation on C$12,061 of half-year revenue. The multiples already assume conversion — about 182x trailing sales at Quantum Computing Inc., about 308x at Arqit — while the conversion itself runs through certification calendars that have slipped before: SEALSQ has already revised its QS7001 timeline once.
The Names
QUBT — Quantum Computing Inc.

Quantum Computing Inc. is best read as a photonics manufacturer building toward quantum. Fab 1 in Tempe, Arizona produces thin-film lithium niobate (TFLN) photonic chips, the Dirac-3 photonic optimization machine ships to paying customers, and three 2026 acquisitions — Luminar Semiconductor ($110 million), NuCrypt ($5 million) and NHanced Semiconductors ($73.1 million plus up to $72.0 million contingent), whose advanced-packaging facility becomes Fab 2 — bought a vertically integrated photonics stack. Revenue is finally showing up: Q2 2026 revenue was $5.6 million against $61 thousand a year earlier, contract backlog stood at about $42.5 million at June 30, and a September 14, 2026 framework agreement with Hamad Bin Khalifa University in Qatar includes a Dirac-3 installation. The 57.5 score is carried almost entirely by the balance sheet: private placements of $500 million and $750 million in late 2025 left about $1.3 billion of cash, cash equivalents and investments at June 30 against a Q2 net loss of $11.8 million — hence 292 months of runway — while the Rule of 40, the 9.8% trailing gross margin (Q2 was a gross loss) and a P/S ratio around 182x score at or near zero. The catalyst is whether Fab 1 plus Fab 2 convert that backlog into repeatable foundry revenue through 2027. The score cannot tell you that the $1.78 billion valuation still prices in a quantum future the photonics revenue line has not yet earned, and the +43.3% trailing dilution shows how the company funds itself whenever the window is open. → See full QUBT score card
LAES — SEALSQ Corp

SEALSQ, the Geneva-based semiconductor subsidiary of WISeKey (which holds 52% of its voting rights), sells secure elements for IoT, automotive and identity applications and is re-basing that business on post-quantum cryptography: its QS7001 secure element embeds the NIST-standardized PQC algorithms in hardware, 30 prospective customers and partners were evaluating samples at June 30, 2026, and management expects the first commercial revenue from these products toward the end of H2 2026. H1 2026 revenue rose 131% to $11.2 million at a gross margin of about 48%, full-year guidance of $27–36 million was reaffirmed, and the pipeline through 2029 exceeds $225 million. The 59.3 score reflects the balance sheet the 2025 equity raises built — $486.1 million of cash, cash equivalents and restricted cash at June 30, hence the 160-month runway — and +66.2% trailing growth, while the -151.9 Rule of 40 captures an H1 net loss of $27.8 million as R&D and the SEALQUANTUM program absorb cash. The catalysts are the QS7001 certification calendar — a hardware-evaluation test report and Common Criteria laboratory letter targeted for September 2026, production samples in October and the full PQC test report in December — and the first QS7001/QVault purchase orders; the September 17, 2026 selection of the QVault TPM183 by Taiwan's iMTC Technology for a fingerprint-recognition medical mouse is the kind of design win that now has to turn into volume. Arqit Quantum, a London-based software company listed on Nasdaq, sells symmetric-key quantum-safe encryption: NetworkSecure protects data in transit for telecom operators, governments and defence customers, and Encryption Intelligence, launched commercially in January 2026, inventories an organisation's cryptographic exposure — the discovery step that OMB M-26-15 now requires of covered US federal civilian agencies. Revenue is small but compounding: $623 thousand for the six months to March 31, 2026 versus $67 thousand a year earlier, from 11 revenue-generating contracts against 7 in fiscal 2025, plus 2026 channel partnerships with Intel, 6WIND, RAD and Vodafone's Tomorrow Street programme. The 46.5 score is a growth-versus-survival trade-off: +80.9% trailing revenue growth scores well, but cash of $35.9 million at May 20, 2026 against operating costs averaging about $2.6 million a month excluding legal expenses is why the runway reads 15 months, the Rule of 40 is deeply negative and a P/S ratio near 308x scores zero. The catalyst is contract conversion around the fiscal year-end on September 30, 2026 — whether the telecom-operator deployments and the Intel and 6WIND channels turn into recurring licences. BTQ — BTQ Technologies Corp.

BTQ Technologies, a Vancouver-based company listed on Nasdaq, builds post-quantum security for financial rails. QSSN, its quantum-secure settlement network, has processed more than 100,000 transactions on mainnet and was selected as the PQC provider for a Korean-won stablecoin proof-of-concept with iM Bank and Finger; Bitcoin Quantum, its post-quantum fork of Bitcoin Core, targets a late-2026 launch after an external security audit; QCIM is a PQC accelerator IP block; and QPerfect, the quantum-simulation software business acquired on July 7, 2026, brings a commercial pipeline of about 16 organisations across five countries. By the numbers this is pre-commercial: revenue for the six months to June 30, 2026 was nil, the six-month net loss was C$36.7 million against C$13.9 million of operating cash outflow (so much of the loss was non-cash), and cash was C$9.7 million at June 30, topped up after quarter-end by C$12.6 million of net share proceeds, with an at-the-market programme of up to C$150 million behind it. The 45.5 score therefore rests on balance-sheet structure rather than performance: zero debt, 35.1% insider ownership and 11% trailing dilution score well, while the -52.7% trailing revenue change and the -7991.6 Rule of 40 describe a business that has not started monetising. The catalyst is the Bitcoin Quantum launch and first QSSN production deployments in Korea in late 2026; read the 17-month runway alongside the interim filing's statement of a "material uncertainty that may cast significant doubt on the ability of the Company to continue as a going concern". QNC — Quantum eMotion Corp.

Quantum eMotion, a Montreal-based company that added a NYSE American listing on February 24, 2026, makes hardware quantum random-number generators (QRNG2) that harvest entropy from electron tunnelling — the physics-based randomness that PQC key generation, hardware wallets and secure elements need — and, since the April 2, 2026 acquisition of SKV Technology, the SecureKey access platform, whose cryptographic module was listed by NIST as "Implementation Under Test" on July 16, 2026, the first step toward FIPS 140-3 validation. It earns its place because its core product is a physical quantum device rather than post-quantum mathematics, and because revenue has just begun: C$12,061 for the six months to June 30, 2026, the company's first commercial sales. Read the 14.9 CRITICAL score with care. It is driven by a stale or mis-specified runway input: our snapshot shows about 1 month of runway, whereas the June 30 balance sheet holds C$0.3 million of cash plus C$33.7 million of current investments (GICs and deposits) against C$3.9 million of net cash used in operations over six months. The runway input appears to count only the cash line, so the real runway is measured in years, not weeks; the pre-revenue status, a P/S ratio in the thousands and 3.2% insider ownership are captured correctly. The six-month net loss was C$8.3 million, and the company went through the first half of 2026 without an equity financing. The catalyst is a first QRNG2 design win in a hardware-wallet or secure-element customer at commercial volume; the score does not reflect that a $0.42 billion market cap already prices such a win in, and ID Quantique and chip vendors with on-die true-random-number generators already ship entropy sources, so Quantum eMotion must win on certification and price. How to Think About Position Sizing
Five names, three different problems. The funded platforms — QUBT and LAES — have years of runway on the snapshot (292 and 160 months). Both bought that time with dilution (+43.3% and +119.4% over the trailing 12 months), and both trade at multiples (about 182x and 28.8x trailing sales) that assume the photonics and PQC revenue arrives on schedule — SEALSQ's certification milestones and QUBT's backlog conversion decide whether those multiples compress or get justified. The runway-constrained names — Arqit at 15 months and BTQ at 17 months — are where a raise is the base case: Arqit's before mid-2027 is more likely than not, and BTQ pairs going-concern language in its own interim filing with a C$150 million at-the-market programme. Size those as options, not positions. The mis-scored device maker — QNC — is a different problem: the CRITICAL grade comes from a runway input that appears to read only the cash line, but the valuation question is real, because $0.42 billion on C$12,061 of half-year revenue leaves little room for a second year without a volume customer. The score understates the balance sheet; the market prices in a design win that has not arrived.
What the mix diversifies less than it looks: the catalyst calendar. SEALSQ's certification milestones (September, October and December 2026), Arqit's September 30 fiscal year-end and BTQ's late-2026 Bitcoin Quantum launch and Korean QSSN deployments land in the same window, so the final four months of 2026 test SEALSQ, Arqit and BTQ at the same time; Quantum Computing Inc.'s test runs through 2027, and Quantum eMotion's design win is undated.
